One major item in the agenda seems to be Chron Cross's presentation on "ESSA Title I Revision Policy":

Meeting is called to order at 6:07 pm. For the roll call, 4 board members are absent, 5 board members are joining virtually, and only 2 members are present physically. It is determined that the meeting has no quorum and therefore no official business could be conducted.

The meeting proceeds directly to presentation “ESSA Title I Revision Policy.” The presenter is seeking feedback on how to revise and improve the existing Title I ESSA Parent and Family Engagement Policy.

Title I District Manager has so far conducted 9 focus groups with 55 respondents to seek public input for the upcoming revision to Title I policy. She mentions that "50% of parents expressed a lack of awareness or understanding of the Title I policy."

Quite tellingly, when asked, most members of the public in attendance are way more way familiar with No Child Left Behind than ESSA's Parent and Family Engagement policy, which shows a certain degree of obscurity here.

It is pointed out that language barrier is a significant challenge to the operation of Parent Advisory Councils (PACs), due to the vast number of Spanish-speaking parents in CPS, even though there are bilingual Spanish speakers on the PACs: cps.edu/services-and-s…

A flurry of comments in the room on the current national policy change and CPS's responses to that. It is noted that a drop in CPS attendance has already been seen and is attributed to a politically engineered atmosphere of fear that many CPS parents are dealing with.

There is general sense of frustration in the room about the current lack of effective channeling of Title I updates and information to those Title I initiatives are supposed to serve.

The Title I team mentions in upcoming ESSA Title I Stakeholder Survey that will be sent out in the near future, and concludes the presentation. Public comments are next.

A member of the public asked about the need for Local School Council Advisory Board election oversight. The question is left unanswered.

Board members joining remotely just took turns to speak. One member apologized for not being able to attend today's meeting in person, although nobody mentions that there is a lack of quorum today. Director's Report is next on the agenda.

The Office of Local School Council (LSC) Relations Director's Report is aimed at showcasing the achievement of the office. The Director highlights the LSC Member Training Recognition Program: cps.edu/about/local-sc…

She points out that this year significantly more LSC members have taken the different modules of the LSC Training program, with the end result of 1052 platinum members, 495 gold members, 765 silver members, and 480 bronze members.

The director mentions that Local School Council Advisory Board (LSCAB) Election vote count will take place on 4/24 from 10 am to 12 pm and will be live-streamed, a piece of information that relates to the earlier public comment about LSCAB election accountability.
