Chairman Hopkins (2) calls the meeting to order. A quorum has been met.

The public comment period begins with Mr. Sims listing the deaths of Chicagoans who lived in Rogers Park.

The next speaker is Mrs. Lawrence. Her husband was involved in an auto crash and wants some inconsistencies in the police report cleared up.

The next public speaker supports the noise ordinance. She works at a family planning facility and says the noise disrupts people trying to access healthcare. She says the stigma and harassment over abortion services needs to end.

The next public speaker is also a healthcare provider at a family planning clinic. She says she can’t hear what her clients have to tell her because of the anti-choice protestors outside.

The next speaker is Michael Bay, he's speaking in favor of the Shotspotter technology used by the police.

The next speaker is George Blakemore. He’s upset about 2% of procurement contracts going to Black people.

There are no more public speakers. Now onto the agenda items. Ald Conway is speaking in favor of the ordinance he sponsored. S02023-0004088: Amendment of Municipal Code Section 8-32-065 by designating noise-sensitive zones on portions of specified streets.

He states that healthcare providers can’t provide proper care to clients because of the aggressive tactics and amplified noise by anti-choice protesters.

Other City Council members are voicing their support for the noise ordinance.

Ald. Sposato (38) is not in favor of protecting family planning clinics and their clients. He says that's a violation of the First Amendment.

The noise ordinance carries and the motion is passed.

Onto the last item on agenda SR2024-0007489: Call for hearings regarding the CPD's current system of contracting tow truck companies regarding damaged or disabled vehicles on public way.

The ordinance is an attempt to curb the dangers of tow trucks speeding through neighborhoods to get to accidents first, causing more accidents and price-gouging drivers to get their cars out of impound lots.

*Correction this is not an ordinance. It is just a proposal for future hearings.

Representatives from CPD and insurance companies state that they want to do things better and help Chicagoans who've been involved in accidents to get their damaged vehicles back without getting price-gouged.

These rogue towers listen to fire department scanners and rush to be first to the scene of an accident and mislead stressed Chicagoans that they were sent by their insurance company, only to impound their car and rack up fees.

With no further business before the committee, Chairman Hopkins adjourns the meeting.
