Below you can find today’s agenda. The meeting is being called to order with a roll call beginning at 1:05pm
A quorum has been met overview of distributed materials is currently taking place. Motion to begin meeting has passed
A moment of recognition for Juneteenth is currently being highlighted. Also highlighting Grace Wisher a young African American woman who helped sew the Star Spangled Banner
Community Presentation on Vocational Training from Training Journeyman has been put on hold as the presenter is currently not present
Moving forward to Old Business Commissioner Williams shared his experience with Juneteenth during the Juneteenth Events Report-out. Some of his day included celebrating with community organizations such as the Jesse White Tumbling Team
UPDATE: It has been announced that The Vocational Training presentation team will not be present at todays meeting and therefore are set to present in September
Moving into research team updates Commissioners are currently separating into teams to review a harm area report on various socio-economic and political aspects ranging from housing segregation to financial disenfranchisement
Public affairs plans to meet with a PR firm at the start of the fiscal year July 1, 2025 the committee plans to allow their next meeting in July to highlight what this will look like

In new business there is discussion of Champaign-Urbana Public Hearing Planning and what date this will be held. Fear of low attendance due to a nearby annual UIUC event for Black mental health has commissioners reconsidering other dates to host their event

A vote to arrange public hearings with recommendations style of public hearing to stay on schedule with Champaign-Urbana public hearing and harm report review analysis

The public hearing is set for mid to late October and a discussion around guest speakers is currently on the table

Legislative Review team is currently up and is planning to have a framework provided for the commissioners to operate with alongside upcoming research from the harm report that is set to have written analysis by September.

Framework for recommendation was given by California is serving a form of reference for first phase of recommendations in IL reparations program. Commissioners plan to utilize this framework as a guide alongside the harm report, to curate an analysis for legislators to implement

For each area of harm there is framework of providing at least 10-11 recommendations for each harm area and subtopics within that. Hence giving a clear outline to legislators of what it is they want addressed

The meeting has moved to public comment at 2:30pm. Speakers are allotted 3 minutes to speak. Public comment is always allowed and speaker requests can be sent to prior to the meeting dates adcrc.illinois.gov

First commenters urges for a public affair office to put into place to ensure longevity and civic input for reparations legislation

Second public commenter speaks of the “next phase of the fight” echoing for more than just legislators “cherry picking” recommendations. They are stressing for community engagement for commissioners to get the public familiar with the harm report of recommendations.

The African Descent-Citizens Reparations Commission (ADCRC), authorized by 20 ILCS 405/405-540 and is charged with surveying the State procurement process to make recommendations, hold meetings, provide reports and discuss and perform actions concerning:

  • Preservation of African American neighborhoods and communities

  • Building and developing vocational centers for People of African Descent-Citizens

-Ensuring proportional economic representation in all State contracts

-Creation and enforcement of an Illinois Slavery Era Disclosure Bill
