The care program (for mental health related calls) only operates in 7 communities on Monday-Friday, according to Mr. Perez

Mr.Perez notes that community members want to see more CPD officers walking the beat and being more involved in the community outside of just responding to emergencies

Regarding the care program: it’s not certain but it has a team of 4-5, that now does not include a law enforcement officer as of roughly 4 months ago

Ms. Franklin thinks they should continue doing a blended model (mental health professional with a police officer) while Ms. Jones thinks this current make up makes more sense as it frees up more officers for the calls they’re more need for

It’s been noted that the community survey’s original deadline was today (June 27th), but Mr. Perez said he’ll get an extension on the deadline

A community member (an IT professional) is curious how the community engagement questions will actually be studied and the data aggregated, showing skepticism on if CPD will even be able to analyze the data

In terms of the council Mr. Perez CCPSA says there’s a working group that studies that data on the Council’s end. However, he can’t speak to CPD

The community member is still skeptical that CCPSA will be able effectively collect and analyze the data

The community member would like to see a relational database, ideally public, to make the data more accessible. This database should have been in place before the study began

Mr. Perez disagrees with the community member because the CCPSA is a new body. However, the community member pushes back saying with the CCPSA is a new body, the issue about not having a database is an old problem.

The community member is also skeptical about the 3 pillars mentioned above and whether CPD and its officers had the capacity to change to that degree

Mr. Perez believes that CCPSA and community members will bring about the change noting that they had to fight with CPD to be apart of the study

Each of the 22 District Councils is made up of three people elected by residents of the police district in regular municipal elections every four years, though anyone can participate in District Council work, and the more people who participate, the more effective the District Councils can be. The first District Council elections occurred in February 2023. Just as Chicagoans vote for a mayor and a local ward Alderperson, they also vote for up to three people to serve on the District Council.

The District Councils have several key roles:

  • Building stronger connections between the police and the community at the district level, where the community is a true partner in making the neighborhood safer. They can work with the police to address problems and set priorities.
  • Collaborating in the development and implementation of community policing initiatives.
  • Holding monthly public meetings, where residents can work on local initiatives rooted in community concerns and priorities. They can also raise and work to address concerns about policing in the district, and increase accountability.
  • Working with the community to get input on police department policies and practices. Working to develop and expand restorative justice and similar programs in the police district.
  • Ensuring that the Community Commission for Public Safety and Accountability gets input from the community, so that the Commission’s work will be based on what people in neighborhoods across the city are concerned about.
  • Nominating members of the Community Commission. Anyone who serves on the Community Commission must first have the support of elected District Council members.
